Rio das Pedras is one of the biggest favelas in Rio de Janeiro. It suffers from flooding and sanitation issues and physical isolation from external employment centers. However, it is also a well established and vibrant community with a thriving economy. Residents have an informal real estate market and track property

rights, and the citizens militia keep out the gangs and drug dealers that plague many of Rio de Janeiro’s favelas. The Mayor’s Offi ce of Rio de Janeiro approached Studio-X Rio and asked them to design

a plan for the future of the informal settlement. Our planning studio visited Rio das Pedras in March of 2014, and suggested a set of community based design guidelines to improve residents' health and welfare.
